What the zonal value is
The zonal value is the Bureau of Internal Revenue’s official valuation of real property per square metre, published by Department Order. It is used to compute transfer-related taxes (such as Capital Gains Tax and Documentary Stamp Tax), which are based on the higher of the zonal value, the assessor’s fair-market value, or the actual selling price. It therefore also serves as a practical floor for fair-market valuation.
